Many individuals facing barriers to accessing Social Security benefits can find valuable support within their communities. Various organizations and programs are dedicated to helping people navigate the complex process of applying for and maintaining benefits.

Many communities offer local assistance programs specifically designed to help individuals with disabilities or those experiencing homelessness:

  • Independent Living Centers (ILCs) provide advocacy, independent living skills training, information, and referral services.

  • The Client Assistance Program (CAP) offers information and advocacy for people with disabilities seeking federally funded rehabilitation services.

SOAR is a national program designed to increase access to SSA benefits for eligible adults who are at risk of homelessness and have serious mental health illnesses, medical impairments, or co-occurring substance use disorders7. To find SOAR-trained providers in your area, consult the SOAR State Directory.

The Social Security Administration provides specific resources for people experiencing homelessness:
